Citizen Services
- A world-class, modern metropolis livable for all will be built, combining Dhaka’s proud heritage with modernity.
- Holding taxes of the City Corporation will be determined through public hearings based on discussions and opinions of the city residents. The holding tax sector will be made entirely free from all forms of corruption.
- To ensure transparency in the work of the Corporation, a prompt and accountable one-stop service will be launched for the immediate delivery of services such as birth and death certificates, trade licenses, and all other types of services.
- In coordination with Dhaka WASA and all other service-providing institutions in the capital, steps will be taken to ensure the supply of safe drinking water, eliminate waterlogging, modernize the sewage system, regularly clean the drains, and develop the drainage system.
- Proper arrangements will be made to keep the main roads, alleys, branch roads, road medians, playgrounds, parks, rivers, canals, wetlands, and all areas of the metropolis consistently clean and tidy.
- To ensure public movement and safety at night, all streetlights will be kept operational to build an illuminated Dhaka.
- Modern, aesthetically pleasing, and energy-efficient streetlights will be installed, and effective measures will be taken to enhance the brightness of the city at night.
- All centralized civic services, including cleanliness, will be gradually decentralized to the ward level.
- Markets in the city will be modernized by ensuring transport facilities, hygienic sanitation systems, and overall cleanliness. Product quality will be monitored and fair pricing ensured.
- Comprehensive development of cemeteries and cremation grounds will be ensured along with proper, corruption-free, and user-friendly management.
- A greater number of regional community centers will be established based on the needs of the people in different areas.
- Ward-based gyms will be modernized. In wards where no gym exists, new ones will be established.
- Modern day care centers will be established in every ward based on demand.
- To ensure affordable access to fresh, toxin-free, and adulteration-free food for city dwellers, ‘Farmers’ Markets’ and ‘Night Markets’ will be set up at specific locations.
- Breastfeeding corners will be established in every facility under the Dhaka South City Corporation (DSCC).
- Effective measures will be taken to deliver all kinds of civic services to the doorsteps of the people.
- In the Jatrabari-Demra area, measures will be taken to channel the water from the waterlogged zones caused by the ‘DND’ embankment into the Shitalakshya River.
- To ensure transparency in the city’s income and expenditure, at least twice a year, a breakdown of where taxpayers’ money is being spent will be presented to the taxpayers.
- If elected Mayor, the opportunity for citizens to meet with me will remain open at all times.
Citizen Entertainment
- Efforts will be made to free the Buriganga River from pollution, protect its banks, build walkways, implement beautification projects, and develop river-based entertainment centers and water tourism.
- Development, modernization, and efficient, corruption-free management of various entertainment centers under the City Corporation, including children’s parks, will be ensured.
- Historical structures in Old Dhaka will be restored while preserving their heritage and architectural value, along with introducing modern tourism facilities.
- To make Old Dhaka more attractive to tourists, arrangements will be made to preserve and renovate historic buildings and ancient houses. The private sector will be encouraged to serve traditional food and beverages of Old Dhaka in a hygienic and visually appealing manner to both domestic and foreign tourists.
- Cleanliness and proper management of open parks under the City Corporation will be ensured.
- Open parks, rivers, and canals under the City Corporation that are currently occupied will be reclaimed.
- In alignment with Dhaka’s heritage, various civic festivals such as horse carriage festivals, Sakrain (kite festival), Pitha Utsab (traditional cake festival), and boat races will be organized by the City Corporation, and private initiatives for such festivals will also be encouraged.
- Small-scale entertainment centers will be established in each ward.
- To improve the quality of sports such as cricket and football, regular competitive tournaments will be organized and supported.
- Playgrounds will be preserved and improved with clean management, necessary infrastructure, and proper sports equipment. CSR contributions from various institutions will be encouraged to enhance sports standards.
- A “Talent Hunt” scheme will be launched using social organizations, clubs, and the media to identify sports talent, along with the creation of new sports grounds.
Traffic Congestion Resolution and Sustainable Development
- The repair and necessary sustainable development of various important roads and alleys in the Dhaka metropolitan area and wards will be ensured.
- A greater number of modern and aesthetically pleasing foot over bridges will be constructed at necessary locations for safe road crossings, along with their preservation and planned management.
- Elevators/escalators (moving stairs) will be installed at each foot over bridge in phases, and continuous security reinforcement will be ensured.
- A one-stop bus service will be introduced in the city, ensuring special services for freedom fighters, the elderly, the blind, disabled individuals, women, children, and disadvantaged people.
- State-of-the-art and clean restrooms with special facilities for women and the disabled, along with passenger-friendly and clean bus terminals free from touts, will be provided, Insha Allah.
- Footpaths will be constructed where they are absent in areas where needed, and existing footpaths will be renovated, modernized, and widened as required.
- To ensure the safe arrival of passengers coming from outside the capital, especially at night, an integrated and safe city transportation system will be introduced from Sadarghat Launch Terminal, Saydabad Bus Terminal, and Kamalapur Railway Station, in coordination with the private sector.
- To ensure public safety, trained and neutral community police will be established in each ward.
- Permanent rehabilitation of street vendors will be arranged.
- Existing parking systems will be improved, and multi-story parking buildings, parking lots, and underground parking complexes will be built in commercial areas.
- To break free from the culture of repeated road digging and the destruction of road dividers, particularly during the rainy season, an integrated plan will be adopted to reduce public inconvenience and property damage.
- Proper utilization of foot over bridges and flyovers will be ensured.
- Digital push-button signaling systems will be introduced at zebra crossings to facilitate safe pedestrian road crossings.
- Skywalks will be introduced at various locations for pedestrians.
- A separate and safe bus service for women will be introduced.
- Designated “bays” for passenger boarding and alighting will be built at different locations.
- Overhead digital boards for road and area directions will be created.
- The beautification of road islands will be carried out.
- To ease traffic congestion and ensure fast transit for citizens in Dhaka, an underground tunnel will be constructed in coordination with relevant ministries. Development partners’ advice and assistance will be sought if necessary.
- High-speed electric bus services and smart bus stations will be constructed.
- Effective measures will be taken to improve public transport-oriented transportation systems through coordination with the police, BRTA, and Dhaka Transport and Coordination Authority.
- Separate lanes for bicycles and motorcycles, along with cycle parking lots, will be built at feasible locations.
- Considering the future population growth in the densely populated capital, a plan for an underground metro rail system will be implemented in the future. The first phase will start from Pilkhana, pass through Lalbagh Fort, Chawk Bazaar, Sadarghat, Gulistan, and end at Motijheel. South Dhaka passengers will be able to travel northward through this route and the ongoing metro rail project from Motijheel. Another connection will be made from Shyamapur to Jatrabari, connecting to Motijheel similarly.
- A long-term, 50-year integrated plan will be developed and implemented in phases to improve all types of communication systems in Dhaka, considering the city’s population growth.
Citizen Healthcare
- A state-of-the-art ‘Primary Health Checkup Center’ will be established in parks and exercise centers.
- For the convenience of morning and evening walkers, more planned, modern, and clean walkways will be constructed in parks and open spaces.
- To ensure the safety of food items free from adulteration, poison, and formalin, a testing center will be established in every market.
- Food courts will be created at various possible public gathering places.
- A city health database will be created and service quality will be ensured. The maternity homes and city health centers of the city corporation will be modernized.
- To protect citizens from mosquito-borne diseases such as dengue and chikungunya, modern technology will be used for regular mosquito control.
- The Integrated Vector Management method will be implemented in coordination with all agencies for nationwide mosquito control.
- To save the youth, a positive social movement will be created by promoting proper religious values, preventing the decay of morality and ethics, and implementing an effective drug eradication program.
- Chemical factories located in densely populated areas will be relocated to safe places without causing harm to any party.
- More drug rehabilitation and recovery centers will be established.
- Community hospitals under the city corporation will provide free maternal care and treatment for children up to 5 years old.
- Various development partners will be involved in gradually setting up health and medical insurance for citizens.
- Women-friendly CRHCC (Comprehensive Reproductive Health Care Center) and PHCC (Primary Health Care Center) will be constructed.
Education system
- Night education programs will be launched in various schools and community centers, and a 100% literacy program will be implemented on a ward basis.
- Free IT courses, including computer training, will be introduced for the underprivileged population.
- Students and teachers will be involved in the development of the area.
- A state-of-the-art student bus service will be introduced to ensure safe commuting for school and college students.
- The city corporation will introduce ‘City Education Scholarships’ for poor and talented students.
- A ‘Knowledge Center’ will be established for college and university students to facilitate open knowledge sharing.
- A greater number of hostels will be created for working women and college/university students.
- Vocational training programs will be launched for less-educated and poor youth in fields such as vehicle repair, computer skills, plumbing, hardware, electrical equipment, TV-fridge servicing, and mobile servicing, to create skilled manpower.
- Schools, colleges, and madrasas under the city corporation will be modernized, and corruption-free, efficient management will be ensured.
- Age-based adult education programs will be strengthened.
- A significant portion of the city corporation’s budget will be spent on research, quality education, and technical education development.
Environmental development, forestry and waste management
- Effective modern measures, including the use of Mist Blowers, will be taken to remove dust and combat noise and air pollution.
- Efforts will be made to build a city free from air, noise, and environmental pollution, with a focus on ‘Source Control.’
- A tree clinic and a pet animal clinic will be established on DSCC’s own land.
- Roof gardens will be encouraged in residential areas.
- An initiative will be taken to introduce urban agriculture (city farming).
- Existing parks and unused spaces will be greened with appropriate trees, including neem trees, in alignment with the environment. Efficient and corruption-free management of parks will be ensured.
- Modern ‘slaughterhouses’ will be constructed to upgrade the city’s animal slaughterhouses to hygienic, world-class standards.
- A ‘Sanitary Landfill’ will be set up for modern waste management.
- Effective measures will be implemented to ensure that all garbage is removed between midnight and 5 AM to create a clean Dhaka.
- A ‘Door-to-Door Waste Collection’ system will be implemented, similar to that of advanced cities, for waste collection and disposal.
- The waste disposal system will be equipped with a sufficient number of waste collection vehicles (WCVs) with compacting capabilities.
- Existing lakes and canals in Dhaka will be dredged and restored, and walkways and recreational centers will be built along the lakes and canals.
- Compost will be produced through waste management, and electricity will be generated from waste.
- The widely popular scientific 3R concept (Reduce, Refuse, Reuse) will be widely implemented in waste management.
- An advisory council comprising senior and junior experts will be formed for urban development, environmental protection, waste disposal, and modern technologies. The implementation of action plans will be based on their advice.
- Effective management systems will be implemented for medical waste and electronic waste.
- Modern dustbins with trash compactors will be installed at various streets and public places (e.g., bus stands, launch terminals, railway stations, hospitals, markets, shopping malls, passenger sheds, toilets, etc.) for the convenience of passengers and pedestrians.
- Public health and sanitary drinking water and sewage systems will be ensured.
Use of information technology
- In addition to expert advice, the general public will be engaged in the development of the capital through the use of information technology.
- A ‘Senior Citizen’ service will be launched for the elderly.
- As e-waste is harmful to public health, a proper collection and management system for all e-waste, including imported e-waste, will be developed.
- To benefit teachers and students, all educational institutions and public places will be gradually brought under the ‘Free and Safe Wi-Fi’ service.
- A community radio station for raising public awareness will be established.
- A path to income will be created for educated unemployed youth through ‘freelancing’ training.
- A few ‘Smart Schools’ will be established in the metropolis, which will serve as technology demonstrators for other schools.
- High-capacity data centers will be established through a collaboration between the city corporation and private initiatives.
- To enhance urban transport, a smart management system will be developed that provides app-based scheduling, e-ticketing services, and integrated services for passengers.
- To eliminate complexities, corruption, and harassment related to holding tax, an online tax collection system will be implemented through mobile or the internet.
- To ensure transparency in the activities of the city corporation, free access to information will be guaranteed.
- Overhead digital display boards will be installed at various public places in the city, showcasing international tournaments, social and entertainment events, and the stock market.
- All official activities of Dhaka South City Corporation will be managed through an advanced software called Enterprise Resource Planning (ERP).
- A query management system and a service quality tracking system will be ensured for all citizens.
- QR Code systems will be implemented at ongoing construction sites for providing information to citizens and receiving complaints.
Social Welfare Activities
- Hospitals and day-care centers will be established for all workers, including garment workers, after consultations with all parties involved.
- A ‘Mobile Medical Unit’ will be launched to provide rapid healthcare services.
- Citizen committees based on wards will be formed, similar to the old Dhaka Panchayat system, to identify urban issues and find solutions.
- Shelters will be established for homeless street children and women in need.
- In collaboration with RAJUK, the Department of Urban Development, and the National Housing Authority, appropriate measures will be taken to address the housing problems of city dwellers.
- Affordable and quality housing projects will be initiated for low-income people in the city.
- Free medical services and primary education will be ensured for slum dwellers to improve their quality of life.
- Development of existing religious institutions for all faiths will be undertaken, and new institutions will be established where applicable.
- Existing rehabilitation centers for the disabled will be upgraded, and new centers will be set up where necessary.
- Existing drug rehabilitation centers will be improved, and new centers will be established.
- Safe housing and transport systems will be developed for female workers, especially in the garment industry, for day and night shifts.
- Due to catastrophic industrial accidents in recent years, resulting in hundreds of workers’ deaths and injuries, surveys will be conducted in industrial factories in the city to identify sources of accidents such as electrical short circuits, fires, boiler explosions, and building collapses. Safe and accident-free solutions will be implemented through coordination with the Corporation and private initiatives.
- Integrated strategies will be adopted and implemented to solve various urban issues, including waste management and traffic management.
- Illegally occupied lands will be reclaimed, and slum dwellers and landless poor families will be rehabilitated.
- In coordination with the Ministry of Public Works and the Capital Development Authority, multi-story housing (vertical residences) will be built to provide affordable housing for low-income citizens in Dhaka.
- More ‘Senior Citizens’ Welfare’ centers will be established based on necessity.
Public Safety Laws
- Collaborating with law enforcement agencies to improve law and order conditions and ensure citizen security.
- Bringing all roads, lanes, and by-lanes under the coverage of CCTV cameras in phases.
- Identifying and addressing crime-prone areas in each ward with the assistance of the police to ensure public safety.
- Expanding the role of night watchmen and community police in wards/lanes/alleys to enhance public safety.
- Providing moral and legal support to citizens who are victims of any kind of abuse.
Natural Disaster Management
- Establishing an emergency disaster management unit with modern equipment and skilled personnel to address natural disasters.
- Setting up trauma centers and providing psychological care (counseling) for victims, especially women, after any severe accidents or disasters.
- Coordinating with RAJUK to identify hazardous buildings in the city and taking necessary measures for reconstruction/renovation.
Moral Strength Restoration

Recently, rape has become a widespread epidemic in Bangladesh, alongside issues such as dowry, eve-teasing, acid attacks, and various forms of violence against women and children. The collapse of moral values is identified as the primary cause of the instability and chaos within society. Restoration of morality and values will be achieved through the media, academic curricula, the practice of religious values, and the promotion of positive social movements.
Libraries and Museums
- The libraries operated under the City Corporation will be enriched with the latest books and journals on various topics. The libraries will be managed scientifically and modernly in accordance with library science principles.
- The museums operated under the City Corporation will be further enriched and developed, ensuring the implementation of modern and scientific management systems.
Urban Planning and Administration
- Short-term, medium-term, and long-term action plans will be developed and implemented based on the significance of urban issues.
- To build a planned city, consultations will be held with renowned urban planners from around the world, including Bangladeshi urban planners working both domestically and internationally.
- The scope of urban planners’ work will be expanded, ensuring their participation in identifying urban problems and providing effective solutions.
- Based on the opinions of expert economists, ward-based budgeting will be implemented to ensure the benefits of decentralization reach grassroots levels quickly.
- Good governance in urban management will be ensured to improve the quality of services.
- Active initiatives will be taken to implement the concept of an integrated and effective ‘Urban Government.’
- To enhance citizen services, region-based ‘Action Area Plans’ will be formulated and coordinated with RAJUK’s Master Plan.
- Initiatives will be taken to construct a larger number of income-generating commercial centers.
Social Development and Communal Harmony
- Adequate numbers of religious places of worship will be established, and various initiatives will be taken with religious leaders to strengthen the social bonds among people of different religions.
- Regular ward-based discussion meetings will be organized to identify local problems and take prompt actions for their solutions.
- Support will be extended to oppressed people, and meaningful initiatives will be taken to eliminate social inequalities.
- Special programs will be implemented for the improvement of the living standards of slum dwellers and marginalized communities.
- Effective measures will be taken to ensure the social, political, economic, and religious rights of all communities in the metropolis, regardless of political affiliation, nationality, religion, or ethnicity.
- Every individual will have the full right to practice their religion, and no one will be allowed to insult or harm another’s religious beliefs. Religion is personal, and this city belongs to everyone.
- The tradition of communal harmony in the city of Dhaka will not be allowed to be disrupted in any way.
First 100 Days Program:
- If elected, a short-term priority program will be adopted for the first 100 days.
- Urgent and critical priority issues will be identified, and their prompt implementation will be ensured through coordinated efforts.

- Corruption has infiltrated every aspect of our society, hindering our moral, social, and economic development. I pledge that, with your sincere cooperation, we will ensure corruption-free services at every level of Dhaka City Corporation, InshaAllah.
- To ensure accountability and transparency, a hotline will be established at the metropolitan and regional offices for citizens to directly report any irregularities or complaints. We will take effective action within 24 hours of receiving service requests or complaints. Additionally, my door and personal phone will remain open at all times for any citizen, InshaAllah.
